Yfirlýst markmið orkustefnu ESB er að tortíma orkueyjum. Það er gert með samtengingu allra orkukerfa þeirra ríkja sem eiga aðild að orkustefnu ESB. Í evrópskri umræðu er markmiðið útskýrt svona:
„The goal of a real internal energy market requires a fully integrated electricity grid that has eliminated ‘energy islands’ of EU countries not connected to the rest of the grid, and removed bottlenecks.“
